بسم الله الرحمن الرحيم وَالصّلاةُ والسّلامُ على أَشْرَفِ المُرسَلين
أيَّتُها السَّيّدات .. أيُّها السَّادة الحُضُور،
إنَّ احْتِفَاءَنَا اليَوْمَ بِالذِّكْرَى التَّاسِعَة وَالسِّتِينَ (69) لتَأسِيسِ الاتِّحَادِ العَامِّ لِلْعُمَّالِ الجزائريّينَ وَالذِّكْرَى الرَّابِعَةِ وَالخمْسِينَ (54) لِتَأْمِيمِ المَحْرُوقَاتِ، وَبِغَيْرِهَا مِنَ الذِّكْرَيَاتِ الوَطنِيّة الخَالِدَة، دَلالَةٌ على ارتِبَاطِ وَطَنِنَا المُفَدَّى بِتَارِيخِهِ المَجِيدِ وَبِالعِبَرِ الَّتي نَسْتَلْهِمُهَا مِنْ مَحَطَّاتِهِ الخَالِدَةِ وَالحَافِظَةِ لِذِكرَى الرِّجَالِ، صُنَّاعِ الأحْدَاثِ العَظِيمَةِ في مَسِيرَةِ الجزائرِ الظَّافِرَةِ.
وَفي هَذِهِ الذِّكرَى الغَالِيَة، أُحَيّي تَحِيَّةَ عِرْفَانٍ العَامِلاتِ وَالعُمَّالِ في كُلِّ القِطاعَات، مُسْتَذْكِراً مَعَهُم، تَضْحِيَاتِ جِيلِ الرُّوَّادِ، الَّذين قَادُوا حَرَكَةَ تَعْبِئَةِ العُمَّال وَتَجْنِيدِهم لِلإلْتِحَاق بِثَوْرَةِ التَّحْرِيرِ المُبَارَكَة .. وَأتَرَحَّمُ في هَذِهِ المُنَاسَبَةِ بإكْبَارٍ على رُوحِ الشَّهِيد الرَّمْز عيسات إيدير .. وَعَلى النَّقَابيِّ المُنَاضلِ الفَذِّ شَهِيدِ الوَاجِب الوَطني عبد الحقّ بن حمُّودة .. وَعَلى جَمِيعِ رِفَاقِهِم النَّقَابِيّينَ الشُّهَدَاء.
وَأوَدُّ أمَامَ جَمْعِكُم الكَريمِ اليَوْمَ، أنْ أخُصَّ عَامِلات وَعُمَّال قِطَاعِ المَحْرُوقات بِالتَّحِيَّةِ، وَأُعْرِبَ عَنْ تَقْدِيرِي لِمَجْهُودَاتِهِم المُتَوَاصِلَةِ لِضَمَانِ أمْنِنَا الطَّاقَويِّ .. وَأنْ أسْتَذْكِرَ مَعَهُم في هَذِهِ اللّحَظَاتِ الرُّوحَ الوَطَنِيَّةَ العَالِيَةَ الَّتي تَحَلَّى بِهَا أسْلافُهُم المُهَنْدِسِون وَالتِقْنِيِّون وَالفَنِيّون، عِنْدَمَا رَفَعُوا التَّحَدِّي – غَيْرةً على الجزائر – غَدَاةَ اسْتِرْجَاع السِّيَادَةِ الوَطَنِيَّةِ، وَتَمَكَّنُوا مِنْ إبْطَالِ تَوَقُّعَاتِ تَوَقُّفِ إنْتَاج وَتَسْوِيقِ مَوَارِدنا الطَّاقَوِيَّةِ .. فَلَقَدْ كَانَ قَرَارُ تَأْمِيمِ المَحْرُوقاتِ تَحَدِّيًا جَرِيئًا لِتَكْرِيسِ اسْتِقْلالِنَا الاقتصاديّ، وَبَسْطِ السِّيَادَة على ثَرَوَاتِ البِلادِ، وَمَوَارِدِهَا الطَّبِيعِيَّةِ.
إنَّ القَرَارَ الوطنيَّ التَّاريخيَّ الَّذي اتَّخَذَتْهُ قِيَادَةُ البِلادِ بِرئَاسَةِ الرَّئيس الرَّاحِلِ هُوَّاري بُومدين – رَحِمَهُ الله وَطَيَّبَ ثَرَاه – في مِثْلِ هَذَا اليَوْم مِنْ سَنَةِ 1971، هُوَ حَلَقَةٌ مُكَمِّلَةٌ لِرُوحِ التَّحَرُّر، وَتَمْكِينٌ للاستقلالِ الوطنيّ الكاملِ، وَهُوَ قَرَارٌ يَعكسُ صِدْقَ الإرَادَةِ .. وَوَطنيّةَ التَّوَجُّهِ .. وَالوَفَاءَ لِرِسَالَةِ نوفمبر .. وَللشُّهَدَاءِ الأبْرَارِ، فَمِنْ تِلكَ الرُّوح تَغَذَّتْ قِيَادَة البِلاد آنَذَاك .. وَسَتَبْقَى رُوح نُوفمبر للأجْيَال تَذْكُرُ مَآثِرَ الرَّجُل كَقَائِدٍ وَطَنِيٍّ مُخْلِصٍ، حَرِيصٍ على الطَّابِعِ الاجتماعيِّ للدَّوْلَةِ، غَيُورٍ على ثَرَوَاتِ الجزائرِ وَسِيَادَتِها عَلَيْها.
أيَّتُها السَّيّدات .. أيُّها السَّادة،
في ظِلِّ التَّحَدِّيَاتِ الرَّاهِنَةِ، وَإذْ نَعْتَزُّ بِالمُنْجَزَاتِ المُتَتَالِيَةِ عَبْرَ العُقُودِ المَاضِيةِ في قِطاعِ المَحْرُوقاتِ، وَنُشِيدُ بمُسْتَوَى الكَفَاءَةِ وَالتَّحَكُّمِ لَدَى إطارَاتِنَا المُسَيِّرَةِ لِمُنْشَآتِنا النّفْطِيَّةِ وَالمُنْتَسِبِينَ لِهَذَا القِطاعِ الحَيَوِيِّ مِنْ مِهَنِيِّينَ وَعُمَّالٍ بُسَطَاءٍ .. فَإنَّنِي أُجَدِّدُ بِهَذِهِ المُنَاسَبَةِ عَزْمَنَا في هَذِهِ المَرْحَلَةِ على وَضْعِ وَتَنْفِيذِ سِيَاسَاتٍ وطنيّةٍ غَايَتُهَا إحْدَاثُ الانْعِطَافِ وَالانْتِقَالُ مِنَ الاعْتِمَادِ على المَحْرُوقاتِ إلى تَنْوِيعِ صَادِرَاتِنَا، وَهُوَ تَوَجُّهٌ إستراتيجيٌّ، يَحْفَظُ حَقَّ الأجْيَالِ مِنْ ثَرَوَاتِنَا الطَّبِيعِيَّةِ، وَيَفْتَحُ المَجَالَ لأنْمَاطٍ اسْتِثْمَارِيَّةٍ مُرْبِحَةٍ في مَجَال تَرْقِيَةِ الصِّنَاعَاتِ التَّحْويليَّةِ وَالمُقَاولاتِيَّةِ، وَإنْشَاءِ المُؤَسَّسَاتِ .. وَيُحَقِّقُ الانْدِمَاجَ في المَفَاهِيمِ الاقتصاديَّةِ المُعَاصِرَةِ الَّتي تَعْتَمِدُ على المَوْرِدِ البَشَريِّ كَطَاقَةٍ مُحَرِّكَةٍ للمُبَادَرَةِ وَمُنْتِجَةٍ للثَّرْوَةِ ..وَلَقَدْ قَطَعْنَا أشْوَاطًا مُعْتَبَرَةً لِتَجْسِيدِ هَذِهِ الغَايَات بِاسْتِقْطَابِ الآلافِ مِنَ الشَّبَابِ وَمِنَ المُسْتَثْمِرينَ الوَطنيّينَ وَالأجانِبِ، وَحَقَّقْنَا مُسْتَوَياتٍ غَيْرِ مَسْبُوقَةٍ مِن الصَّادِرَاتِ خَارِجَ المَحْرُوقاتِ، (كُنْتُ قَدْ تَحَدَّثْتُ عَنْها بِالأرْقَامِ في مُنَاسَبَاتٍ سَابِقَةٍ)، وَسَنَبْقَى على نَفْسِ هَذِهِ الرُّؤيَةِ الَّتي سَتُؤَهِّلُ الجزائرَ للانْخِرَاطِ وَبِجَدَارَةٍ في مَسَارِ الدُّوَلِ المُرَشَّحَةِ لاحْتِلَاِل مَكانَتِهَا المُسْتَحَقَّة في مُنْتَدَى الدُّوَلِ النَّاشِئَةِ.
