تسعى الجزائر، من خلال استقبال وفد خبراء الوكالة اليابانية للتعاون الدولي، إلى تعزيز قدراتها في مجال مجابهة المخاطر الكبرى، خاصة ما يتعلق بالزلازل وتأثيرها على البنايات والهياكل.
وحسب بيان وزارة الداخلية والجماعات المحلية والتهيئة العمرانية، فإن هذا التعاون يتمحور حول مشروع تقييم هشاشة البنايات الزلزالية وإعادة تأهيلها. وقد عُقد اجتماع تنسيقي بحضور عدد من المؤسسات الوطنية ذات الصلة لمناقشة الأولويات ومنهجيات العمل، منها:
- مركز البحث في علم الفلك والفيزياء الفلكية والفيزياء الأرضية: يركز على تحليل البيانات الزلزالية وتقييم المخاطر.
- المركز الوطني للبحث المطبق في هندسة مقاومة الزلازل: يساهم في تقديم الخبرة التقنية بمجال التصميم المقاوم للزلازل وتقييم الهياكل.
- المركز الوطني للدراسات والأبحاث المتكاملة للبناء: معني بتحليل مواد وتقنيات إعادة التأهيل.
- هيئة المراقبة التقنية للبناء: تختص بتشخيص البنايات وضمان متابعة التدخلات التقنية.
من المقرر أن يقوم الخبراء اليابانيون بالتعاون مع نظرائهم الجزائريين بإجراء دراسات ميدانية معمقة وتبادل الخبرات التقنية من خلال جلسات عمل. هذا التعاون يهدف إلى رفع الجاهزية وتعزيز معايير البناء المقاوم للزلازل في الجزائر، مما يسهم في حماية الأرواح وتقليل الخسائر المادية الناتجة عن الكوارث الطبيعية.
