أعلن المجلس الوطني لمستخدمي التعليم العالي والبحث العلمي، التابع لـالنقابة الوطنية المستقلة لمستخدمي الإدارة العمومية (SNAPAP)، دعمه لجملة المقترحات المرفوعة إلى الجهات الوصية، في إطار مراجعة القرار الوزاري رقم 255 المؤرخ في 25 فيفري 2023، والمتعلق بمعايير الانتقاء للقبول في برنامج تحسين المستوى والتكوين بالخارج.
وأوضح المجلس، في بيان له، أن هذه المقترحات جاءت عقب دراسة انشغالات مستخدمي قطاع التعليم العالي والبحث العلمي عبر مختلف المؤسسات الجامعية، مؤكّدًا أن الهدف منها يتمثل في تكريس مبدأ العدالة وتكافؤ الفرص، وتوسيع دائرة الاستفادة من برامج التكوين لفائدة أكبر عدد ممكن من الموظفين.
وأشار البيان إلى أن المقترحات تتضمن، على وجه الخصوص، رفع نسبة الاستفادة من ميزانية التربص بالخارج من 10 إلى 15 بالمائة، واعتماد شهادة التكوين المتواصل مع إدماج المتكوّنين في الرتبة بجامعة التكوين المتواصل، إلى جانب احتساب الأقدمية المهنية في التنقيط وإدماج الموظفين المصنّفين في الدرجة العاشرة فما فوق دون اشتراط شهادة جامعية.
كما شملت المقترحات احتساب تنقيط الموظف المنتمي لعدة لجان مرة واحدة فقط، ومنح الموظف حرية اختيار وجهة التربص، وتحسين منح المناطق إلى 15 ألف دينار للمنطقة الأولى و20 ألف دينار للمنطقة الثانية، فضلًا عن إلغاء التأشير المسبق على تقارير التكوين ورفع التجميد عن التربصات بالخارج لفائدة موظفي الإدارة المركزية.
وأضاف المصدر ذاته أن المجلس اقترح كذلك اعتماد تنقيط الموظف النقابي ضمن لجان الترتيب، وإلغاء شرط اللغة الأجنبية في التنقيط، إلى جانب إدماج أعوان الخدمات والمناصب النوعية ضمن برامج التكوين.
