الرباط – تتواصل معاناة سكان إقليم “الحوز” جنوب غرب المغرب, بعد عام من الزلزال المدمر الذي ضربه, في ظل سياسيات التهميش والاقصاء والترقيع وبطء وتيرة عملية إعادة إعمار المنطقة الفقيرة, فيما تتزايد حالة الاحتقان بسبب مقاربة الدولة القائمة على تجاهل مطالب المتضررين, عكس ما تروج له من “انجازات” و “أرقام” تبقى بعيدة عن الواقع.
وعلى بعد أيام فقط عن الذكرى الأولى للزلزال المدمر, لا زالت آثاره السلبية وتداعياته مستمرة, في ظل المعاناة والنقص الحاد في الاحتياجات والخدمات الأساسية, فيما تتلكأ الحكومة في وضع سياسة “واضحة المعالم” لإعادة إعمار المنطقة وانقاذ المتضررين الذين فقدوا كل ما يملكون من منازل وممتلكات, وأضحوا يعيشون داخل خيام بلاستيكية بالكاد تقيهم من برد الشتاء وحر الصيف, دون أدنى شروط الحياة الكريمة.
وأمام هذا الوضع الكارثي, خرج المتضررون من الزلزال للاحتجاج مجددا, حيث شهدت مجموعة من البلدات التابعة للإقليم, مسيرات منددة بما أسمته “اهمال” الحكومة “الرسمي” لمطالبهم المشروعة و تكريسها لسياسية “الحيف والاقصاء” في التعاطي مع ملفهم الذي عمر عاما كاملا.
وفي محاولة منها لاحتواء الوضع, لجأت الحكومة إلى إطلاق برنامج لإعادة بناء وتأهيل المناطق المتضررة, إلا أن هذه الخطوة لم تكن كافية أمام سخط الساكنة التي لا تزال تستنكر التباطؤ في عملية البناء والتأخر في صرف الدفعات المالية المخصصة لعدة أشهر.
وفي هذا الإطار, أعرب “الائتلاف المدني من أجل الجبل” عن قلقه بخصوص التطورات الأخيرة التي تعرفها المناطق الجبلية جراء تصاعد موجة الاحتجاجات وتعرض محتجين لمضايقات لمنعهم من التظاهر السلمي, منددا بالاعتقالات التي طالت مؤخرا عددا من نساء دواوير الاقليم.
وقال منسق الائتلاف محمد الديش: “على الحكومة إعادة النظر في إحصاء المتضررين خصوصا الذين تركوا منازلهم قبل الزلزال وذهبوا مع أسرهم إلى المدن القريبة من أجل متابعة دراسة أبنائهم, ليجدوا أنفسهم محرومين من دعم إعادة الإعمار بدعوى أن المنازل غير مستغلة”.
ونبه ذات المتحدث إلى “البطء الشديد” الذي يرافق عملية إعادة الإعمار والتأهيل علاوة على أن المساحة الممنوحة لكل أسرة “لا تحترم نمط العيش في هذه المنطقة ولا تحترم أيضا الخصوصية الثقافية والاجتماعية لهذه المنطقة ولا توافق الخصوصية الفلاحية والاقتصادية بها”, داعيا الحكومة إلى “الاسراع في إعادة تهيئة البنية التحتية وتحسين الخدمات في المنطقة المتضررة”.
وكانت أرقام حول وتيرة إعادة إعمار المناطق المتضررة من زلزال كشفت عنها الحكومة, أثارت سيلا من الانتقادات اللاذعة وجهتها فعاليات حقوقية وجمعية لرئيسها (الحكومة) عزيز أخنوش, نظرا لاستمرار معاناة آلاف المتضررين داخل الخيام وإقصاء آخرين من الدعم الحكومي “دون وجه حق”.
وفي سياق ذي صلة, قالت “الجمعية المغربية لحقوق الإنسان” – فرع المنارة مراكش – في تقريرها حول تقييم عمل الحكومة في تقديم الدعم جراء الزلزال, أن هذه الأخيرة “تحولت في تعاطيها مع الملف إلى حكومة تائهة منفصلة عن واقع قضايا المواطنين, فاقدة لأي مقاربة تنموية, أما عملية إحصاء السكان فاتسمت بالزبونية والمحسوبية, فيما كانت بداية صرف تعويض لبعض الأسر وتخصيص أماكن الإيواء مجرد عناوين كبرى للإنجازات المراد تسويقها تحت مسمى السرعة في احتواء آثار الكارثة, لكن الحقيقة أعمق من ذلك بكثير”.
